Wastewater treatment in sparsely populated areas

Wastewater in the municipal water management plant area of operation is conducted into the general sewer network. Wastewater outside the sewer network area of operation must be conducted and handled so that it does not cause any risk of polluting the environment. The new regulations concerning wastewater handling are included in the Government Decree on Treating Domestic Wastewater in Areas Outside Sewer Networks that entered into force on 1 January 2004. New properties must meet the requirements of the decree at once and the old ones by 1 January 2014 at the latest.

A permit is required to construct or modify a property-specific wastewater system. The wastewater system is approved either in the building permit or in a separate action permit granted by the building authority.

Every property must have a report on the wastewater system that is stored at the property. The authority shall only ask for this report if necessary.

The Decree on Treating Domestic Wastewater in Areas Outside Sewer Networks applies to dwellings, holiday homes, milk stores at dairy farms, and businesses operating in conjunction with a home. http://www.finlex.fi/en/laki/kaannokset/2003/en20030542.pdf
