Service voucher

The early childhood education and care service voucher is paid to children entitled to receive daycare. The service voucher is a subsidy granted by the municipality when the family chooses a private day-care centre as the child´s place of care. The service voucher is child-specific and rules out the child home care allowance and private day care allowance granted by Kela as well as municipal early childhood education and care services and play school activities.

The service voucher can be granted for arranging early childhood education and care in a private daycare centre that the municipality has approved as a service voucher daycare centre.


The value of the service voucher

In private daycare, the value of the child-specific service voucher is determined by the child´s age, family size and gross income as well as the need for the service/length of care agreed in a contract for services between the family and the service producer. The sibling discount used in municipal daycare also applies to the service voucher. The childcare fee is determined by the same conditions as the fee for municipal daycare.

The fee payable by the family is the difference between the price of the childcare service determined by the service provider and the earnings-related service voucher. In case the childcare fee exceeds the value of the service voucher, the service producer will charge the difference from the client as a customer charge. In Salo, the daycare fee charged for the service of service voucher producers can exceed childcare fee of municipal daycare services by 30 euros at the maximum.


Applying for a service voucher

Applications for service vouchers must be submitted four months before the need for childcare, using an electronic application form of the City of Salo. If the need for childcare is caused by suddenly finding employment or starting studies, there is a two-week minimum time requirement for the arrangements. It is not possible to apply for the service voucher retrospectively.
In order to enable granting the service voucher and determining its value, a form stating the income of the applicants and details of their earnings, and, in the case of entrepreneurs, also the entrepreneur form, must be appended to the application. If the family reports in writing that they agree to obtain the service voucher with the lowest value, they are not required to submit income information.

The family applies for a service voucher from the city (service voucher application)

  • The service voucher application is filled out electronically, the application is available on the early childhood education and care webpage.
  • Applications for the service voucher must be submitted before the start of daycare.
  • Applications for service vouchers are child-specific.
  • Income information (unless you have given your consent to the highest fee) must be submitted electronically or to the early childhood education and care secretary at the Department of education and cultural services of the City of Salo, Tehdaskatu 2, 24100 Salo.

The service counselling of early childhood education and care makes the decision on the service voucher

The service voucher is granted to a childcare relationship with the duration of at least one month. The decision on arranging daycare with the service voucher is valid until the child transfers to basic education as a child of compulsory school age. The decision on the service voucher is sent to the guardian. The use of the service voucher must be started four (4) months within the date it was granted.
The client has the right to refuse a service voucher offered to him or her, in which case the municipality must refer the client to services otherwise organised in the municipality. Services purchased with the service voucher are exclusive of VAT to the client. A service paid with the service voucher does not qualify the client to a tax credit for household expenses.

The family applies for a placement in daycare at a daycare centre qualified for service vouchers

After receiving a placement in childcare, the family makes a written contract for services with the daycare centre qualified for service vouchers on the provision of childcare to the child. The service producer submits the appendix of the agreement between the guardians and the service producer to the authority making the decision on the service voucher.

The expiration of the validity of the service voucher

The period of validity of the service voucher ends as the contract for services between the family and the service producer is terminated in writing, however at the latest as the child begins basic education. The family and the service producer are obligated to notify the authority that made the decision on the service voucher in writing about the end of the childcare relationship with the appendix of the contract for services.

The City of Salo has the right to terminate the validity of the service voucher if required by the best interests of the child or some other special reason.
